Richardson Announced as New EEOC Chief Human Capital Officer

WASHINGTON -- Acting Chair Victoria A. Lipnic of the U.S. Equal Employment Opportunity Commission (EEOC) has selected Kevin L. Richardson as the agency's new chief human capital officer, effective June 24, the federal agency announced.

"I am pleased to welcome Kevin Richardson to the EEOC from the U.S. Department of Agriculture." said EEOC Acting Chair Victoria A. Lipnic. "He brings a tremendous depth of experience in human resources and human resources initiatives to the EEOC. We are glad to have him join the agency, and I look forward to working with him to serve the EEOC's workforce and our mission."

Richardson comes to the EEOC from the U.S. Department of Agriculture (USDA), where he served four years as the associate deputy administrator for program support services within Veterinary Services. Richardson managed five divisions and 140 staffers providing human resources; assessments and reviews; information technology; planning and financial management; and writing and editing services to Veterinary Services' 2,000 employees.

Previously, Richardson spent 11 years in various leadership positions with USDA's Agricultural Marketing Service (AMS). He was the director for performance and administration, managing human resources, strategic and human capital planning, and performance improvement services. Richardson also worked across AMS, leading human resources initiatives, which included restructuring AMS Science and Technology's National Science Laboratories; implementing a framework to strengthen AMS information technology governance; and consolidating agency administrative offices. Richardson's experience includes a one-year assignment as deputy director for Caribbean compliance at the Office of the U.S. Trade Representative.

Richardson began his federal career with the U.S. Treasury Department, working both in Washington, D.C. and Parkersburg, W.V. He was special assistant to the deputy commissioner of the Treasury Department's Bureau of the Public Debt overseeing human capital planning. He was also a human resources specialist for staffing and classification with the Bureau of the Public Debt's Administrative Resource Center, a federal shared service provider to several agencies.

Richardson is also an officer in the U.S. Coast Guard Reserve. He holds a master's degree in government from The Johns Hopkins University and a bachelor's degree in criminal justice from Salem University. He has an advanced certificate in strategic human resources management from Cornell University and his chief information officer certificate from Carnegie Mellon University.

A native of Port of Spain, Trinidad, Richardson enjoys playing tennis and spending time with his family. He and his family reside in Alexandria, Va.
