THIS IS REALLY DISTURBING

An array of emergency personnel--police officers, paramedics, and fire fighters--were called to Carlos Pacheco's apartment after he suffered "one or more seizures." And when that gang couldn't calm Carlos down, a police sergeant eventually subdued the tenant with a Taser.

When he later sued the cop and the City of New York, a Bronx County Supreme Court jury ended up awarding Carlos over $2 million in damages. But on appeal, the Appellate Division, First Department, reserved because it thought that Pacheco's "repeated outbursts" and "emotionally disturbed" state justified the use of force.

Now that was a real stunner.
