Javier E. Vargas, Esq. was born and raised in the coastal town of Arecibo, Puerto Rico. Following his B.S. with double majors in Accounting and Finance from the State University of New York at Buffalo, he proceeded to obtain a J.D. from SUNY School of Law, where he was a member of the Buffalo Law Review, in 1992. Within a year, he earned an LL.M. in General Legal Studies from New York University School of Law in 1993.
Upon graduating from NYU School of Law, Mr. Vargas served as a Senior Court Attorney for the New York State Court of Appeals, the State's highest tribunal, where he analyzed complex legal matters of State-wide interest and public policy. In 1995, Mr. Vargas became a Senior Court Attorney for the judges of the Nassau County Family Court in Westbury, New York. His professional accomplishments did not go unnoticed, and he was soon recruited by the then Supervising Judge of the Family Court, Hon. Burton S. Joseph, to become his Principal Law Clerk upon Judge Joseph's elevation to the Nassau County Supreme Court. Upon Justice Joseph's retirement, Mr. Vargas continues his Principal Law Clerk service for the well-regarded jurist, Hon. Ruth C. Balkin, now sitting at the Appellate Division, Second Judicial Department, in Brooklyn, New York.
Mr. Vargas's involvement and contributions to communities of color is evidenced by his membership in several charitable and cultural organizations as well as a number of professional associations, including: the New York City Bar Association, Nassau County Bar Association, Hispanic National Bar Association, the Lesbian and Gay Law Association of Greater New York, and the Dominican Bar Association.
