When he didn't get paid for certain home-improvement work performed for Ludwig Tomescu, Mario Velardo filed suit.
Although the parties had a written contract, both the Westchester County Supreme Court and the Appellate Division, Second Department, didn't think that agreement was enforceable because Mario didn't have a home-improvement license as required by local law.
Was there no building a case against that?
