The following NYC Rules update includes: (1) all City agency proposed rules posted to NYC Rules that remain open for written public comment, (2) adopted rules that took effect during the previous week, (3) adopted rules soon taking effect, and (4) agency regulatory agendas for fiscal year 2013 posted to the NYC Rules website.

Proposed Rules Open for Written Public Comment
- ** ECB's Rules of Procedure (OATH/ECB) - Written comments must be submitted by Tuesday, October 16.
- ** Certificates of Conduct (NYPD) - Written comments must be submitted by Wednesday, October 17.
- ** Adopt-a-Highway Program Rules (DOT) - Written comments must be submitted by Friday, October 19.
- ** License Examination and Investigation Fees (DOB) - Written comments must be Thursday, November 8.
- ** Amendments to Rules relating to the Alternative Enforcement Program (HPD) - Written comments must be submitted by Friday, December 21.
Adopted Rules That Took Effect During the Previous Week
- Energy Audits and Retrocommissioning (DOB) - Rule took effect Saturday, October 13.
- ECB's Fire Penalty Schedule (OATH/ECB) - Rule took effect Saturday, October 13.
Adopted Rules Soon Taking Effect
- Consent for Non-Medical Circumcision (DOHMH) - Rule takes effect Sunday, October 21.
- Summer Camps (DOHMH) - Rule takes effect Sunday, October 21.
- Reportable Diseases/Laboratories (DOHMH) - Rule takes effect Sunday, October 21.
- General Permit Provisions (DOHMH) - Rule takes effect Sunday, October 21.
- Taxi of Tomorrow (TLC) - Rule takes effect Wednesday October, 31.
