USDA proposes to regulate unlicensed, "Internet puppy mills"

One of the country's largest sellers of puppies over the Internet is based in South Florida. The company, Purebred Breeders, has sold thousands of puppies without any government oversight.

Purebred Breeders is currently the target of a lawsuit filed by 50 former customers who allege that the company sold sick puppies from substandard breeders.

The United States Department of Agriculture has proposed a rule that would require large, commercial breeders who sell pets over the Internet to meet the basic requirements of the Animal Welfare Act (humane care and safe housing). The rule would not affect small breeders who sell animals directly to the public.
