The June 26th Democratic Primary in the 13th Congressional District was one of the most dramatic and close primary races in New York in some time. In its aftermath, it raises many questions about the role of and relationships between the Dominican, Puerto Rican and Black voters in this new district, the relationship between Rangel and Espaillat supporters, the Linares-Espaillat race for the State Senate, and the need to reform the NYC Board of Elections and the election process.
