On Thursday, February 23, Brooklyn Borough President Marty Markowitz will observe Black History Month with a reception and celebration at Borough Hall.

This year's honorees include:

• Barbara Biggs-Glover, president of the National Association of Negro Business Professional Women's Club
• The Reverend A.R. Bernard, senior pastor of the Christian Cultural Center
• The Brooklyn Alumnae Chapter of the Delta Sigma Theta Sorority
• R&B group Full Force
