The following NYC Rules update includes (1) all City agency proposed rules that remain open for written public comment; (2) adopted rules that took effect during the previous week; and (3) adopted rules soon taking effect.

Proposed Rules Open for Written Public Comment

- ** Brownfield Grants (OER) - Written comments must be submitted by Sept. 30, 2011.
- EEO Certificates of Compliance, Reports and Client Services and Emergency Contracts(SBS) - Written comments must be submitted by Sept. 21, 2011.
- City-Aided Limited-Profit Housing Companies (HPD) - Written comments must be submitted by Sept. 13, 2011.
- ECB's Sewer Control Rules Penalty Schedule (OATH/ECB) - Written comments must be submitted by Sept. 13, 2011.
- Tests Performed by Elevator Inspection Agencies (DOB) - Written comments must be submitted by Sept. 9, 2011.
Adopted Rules That Took Effect During the Previous Week
- ** Categories of Work Exempt from Permit Requirements (DOB) - Rule took effect Sept. 1, 2011.
- ** Sale of Tax Liens (DOF) - Rule took effect August 30, 2011.
- ** Sale of Tax Liens and Complaint Resolution (DEP) - Rule took effect August 30, 2011.
- Process Server Recordkeeping and Reporting (DCA) - Rule took effect August 31, 2011.
- Fees for Non-Charitable Athletic Parades (NYPD) - Rule took effect August 29, 2011.
Adopted Rules Soon Taking Effect
- Reasonable and Necessary Action (LOFT) - Rule takes effect September 8, 2011.
- Fitness Standards (TLC) - Rule takes effect September 10, 2011.
- Process Server GPS Requirements (DCA) - Rule takes effect September 12, 2011.
- Ultra-Low Sulfur Diesel Fuel and Emissions Control Technology in Non-Road Vehicles Used in City (DEP) - Rule takes effect September 15, 2011.
- Apartment/Loft Guidelines Order No. 43 and Hotel Guidelines Order No. 41 - Rule takes effect October 1, 2011.
