We turned up the heat on bad landlords this winter, and we're thrilled to report a major victory for tenants.
Yesterday, the City Council passed the Heat Enforcement for All Tenants (HEAT) Act, which toughens penalties on landlords who withhold heat from tenants.
Public Advocate de Blasio appeared on WPIX Morning News to talk about the victory. Watch the clip here .
