Rent Law Renewal Effort Intensifies as Pro-Tenant Legislators Seek Budget Agreement


If the rent laws that provide affordable housing for over 2.5 million New Yorkers are renegotiated hours before they expire on June 15, as has happened in years past, tenants are almost certain to get a bad deal.
To prevent this nightmare scenario from reoccurring, I delivered a letter to Governor Cuomo on March 15, 2011 signed by more than 90 members of the Assembly and Senate, urging him to renew and strengthen the rent laws in the context of a state budget agreement. While the Governor seemed to be taking that approach seriously, Senate Republic Leader Dean Skelos threw cold water on the idea. Soon thereafter, the Governor announced that rent regulation was highly unlikely to be negotiated as part of the budget. My colleagues and I believe that the approach we advanced was our best chance of finally achieving vacancy decontrol repeal, Major Capital Improvement and Individual Apartment Improvement reform to crack down on landlord fraud, and to accomplish other long-sought victories for tenants.
