New York City Economic Development Corporation (NYCEDC) today issued two Requests for Proposals (RFP) to qualified individuals or companies interested in leasing, operating, and maintaining enclosed pavilion spaces and accessory outdoor space along the East River waterfront in Lower Manhattan. NYCEDC aims to identify tenants with innovative programming concepts that will create vital areas of activity on the waterfront and attract local residents and visitors to the water's edge. The pavilions are being constructed as part of the City-initiated East River Waterfront Esplanade and Piers Project, which will transform an underutilized portion of the East River waterfront into a new pedestrian-friendly, publicly-accessible open space. NYCEDC will construct the core and shell of the pavilions, while the selected tenant will be responsible for all necessary internal fit-out and improvement costs to the structure. 

"Providing New Yorkers and visitors with enhanced access to our waterfront has long been a priority for this Administration," said NYCEDC President Seth W. Pinsky. "These RFPs are a major step towards realizing the City's vision for the East River Waterfront Esplanade and Piers Project by transforming an underused segment of our waterfront into a vibrant and inviting public open space. I look forward to having these pavilions built and occupied so the public can enjoy all the East River waterfront has to offer."

NYCEDC is seeking proposals for three pavilions: two in the Pier 15 Commercial & Maiden Lane Pavilions RFP, and one in the Pier 15 Maritime Pavilion RFP.

The Pier 15 Commercial & Maiden Lane Pavilions RFP include an approximately 3,500-square-foot pavilion located at the intersection of South Street and Maiden Lane directly beneath the elevated FDR Drive (the "Maiden Lane Pavilion") and an approximately 1,000-square-foot pavilion (the "Pier 15 Commercial Pavilion"), which is currently under construction.  This RFP follows the strong response NYCEDC received when it released a Request for Expression of Interest (RFEI) in April 2009 for the Maiden Lane Pavilion.  The combination of the Pier 15 Commercial & Maiden Lane RFP provides respondents with greater flexibility than the RFEI, in that respondents now have the option to propose programming for the Pier 15 Commercial Pavilion and the Maiden Lane Pavilion together, or individually.

Potential uses may include food and beverage service, recreation or market space. NYCEDC is also open to and interested in receiving additional use concepts and/or a combination of use concepts from respondents. It is anticipated that the Maiden Lane Pavilion will be ready for fit-out by late spring 2011, and the Pier 15 Commercial Pavilion ready for fit-out by fall 2011.

The Pier 15 Maritime Pavilion will be a 2,250-square-foot structure located on the newly-constructed Pier 15, a key component of the Esplanade.  NYCEDC welcomes innovative programming proposals for the Pier 15 Maritime Pavilion that incorporate a mix of uses, but must feature a maritime and/or environmental educational component. It is anticipated that the Pier 15 Maritime Pavilion will be ready for fit-out in fall 2011.
