In Matter of Hoskins v. Kelly , Charles Hoskins -- a retired police officer -- sought to renew his pistol license.
Raymond Kelly , the Commissioner of the New York City Police Department , denied Hoskins' application, as did the New York County Supreme Court.
When the case reached the Appellate Division, First Department, it could discern no basis to disturb the outcome, particularly given Hoskins' "history of domestic violence" and "failure to safeguard his firearm" -- which had been stolen.
