A history of abuse and neglect can eventually lead to the permanent loss of all parental rights, as was demonstrated by the case of Matter of Joquan Jomaine-Anthony V. v. Jose V .
In that proceeding (brought pursuant to the Social Services Law), the child's father had been given an opportunity to attend parenting skills classes and undergo anger-management counseling yet, despite those efforts, continued to be neglectful of his responsibilities by "failing to plan for his [child's] future." Since he suffered from "deficient parenting skills" and had a "propensity for domestic violence," (with "aggressive and threatening behavior" remaining unabated), the AD1 concluded that it was in the child's best interests to allow the youngster to be adopted by his foster mother.
