JUST FINE?

After a complaint was filed with the New York City Department of Consumer Affairs, Robert Meyers was fined, his home-improvement contractor license was revoked, and he was ordered to pay damages to a homeowner. When Meyers later challenged that determination, the New York County Supreme Court transferred the case to the Appellate Division, First Department.

Since the record established that Meyers's work was "substandard," and that he didn't otherwise comply with the law, the AD1 left the outcome undisturbed. (Because Meyers supposedly failed to rectify the damage he caused, thus forcing the homeowner to pay another contractor for the corrective work, the appellate court thought restitution--or reimbursement of those costs--was in order.)

Deconstruct that.
