PIPE DREAM?

When the New York City Department of Buildings denied Frank S.'s application for a master plumber's license (based on some discrepancies related to his work experiences), the guy went to the New York County Supreme Court which ordered the DOB to reconsider his application.

On appeal, the Appellate Division, First Department, thought the agency was within its rights to reject some of Frank's entries, because he didn't "detail the work" he claimed to have performed.

That sure went down the drain.
