senior_blowing_kisses_nyreblog_com_.JPGWhen Mikhail Bashmet's request to move into his deceased grandmother's apartment was denied by the New York City Housing Authority, he filed an administrative appeal with the New York County Supreme Court--pursuant to CPLR Article 78--which also rebuffed his "remaining family member" claim.

Because the Housing Authority only permits partners in a "domestic union" to live in a one-bedroom apartment, the Appellate Division, First Department, thought that Bashmet's request to occupy the unit had been properly disapproved. (It didn't help the guy's case that, prior to her death, his grandmother had denied that Bashmet lived with her.)

A house needs a grandma in it.
